REPUBLIC OF PERILO MINISTRY OF EXTREME SITUATIONS

MISSION: The Ministry of Extreme Situations protects the citizens of the Republic from the effects of natural disasters, human systems failures, and conflict based disasters and coordinates the rapid response to and recovery from bad events. The Ministry provides oversight and management of searches for missing vessels, missing aircraft, and people lost in wilderness areas within the Republic.
ORGANIZATION: The Ministry is organized into three directorates for the more efficient management of its programs. Its authorized staffing is 61 employees, including the staff of the National Emergency Operations Center.
(1) Directorate of Preparedness - responsible for programs to prevent disasters, reduce the impact should a disaster occur, and to prepare government and the citizenry to continue to function through the disaster and to respond appropriately after its impact. (2) Directorate of Response - responsible for coordinating response of both government and non-governmental organizations to the immediate impacts of a disaster, emergency recovery of lifelines, recovery, reconstruction, and redevelopment. The Directorate of Response includes Offices of:

The Directorate of Response operates the National Emergency Operations Center (NEOC) as a 24 hour a day facility for the coordination of initial actions and the operation of emergency government. The Directorate of Response serves as the Ministry's manager of the Perilo Search and Rescue System.

DISASTER DETECTION NETWORK: At various locations throughout the country, specific facilities have been identified as disaster detection stations. Currently 57 locations in the 4 provinces and the Capital Metropolitan Region are designated. These include provincial and major city Civil Defense Offices (CDOs), major hospitals, and military installations. In the event of disaster, or the detection of nuclear fallout or chemical agents in wartime, the disaster detection station will forward a standard report to the National Emergency Operations Center using telephone, telegraph, or Amateur Radio Disaster Corps radio stations.

COMMISSIONED CORPS: Ministry professional and technical personnel are assigned to the uniformed Commissioned Corps of the Ministry of Extreme Situations. Commissioned Corps officers hold ranks and status equal to those of the officer corps of the armed services of the Republic. In wartime, officers of the Commissioned Corps provide the civil defense cadre assigned to the Air Defense Troops of the Air Force. Officers of the Commissioned Corps are ranked as follows:
Brigadier - Civil Grade 9 - Minister of Extreme Situations
Colonel - Civil Grade 8 - Directors
Major - Civil Grade 7 - Office Supervisors
Captain - Civil Grade 6 - Senior Technicians/Managers
Lieutenant - Civil Grade 5 - Junior Technicians/Managers
SYMBOLOGY: Ministry of Extreme Situations personnel, facilities, and vehicles are distinguished by an emblem of a dark blue triangle on an orange circle (the international civil defense emblem).
