CONSTITUTION OF THE REPUBLIC OF PERILO

PREAMBLE
The Constitution of the Republic of Perilo establishes the fundamental rules and principles for the operation of the Republic for the betterment of all of its citizens in a virtual community based on equality, fraternity, respect, and dedicated service to the micronation.
ARTICLE 1: DESCRIPTION
The Republic of Perilo is a virtual micronation developed to provide a testbed for exploration of doctrine and procedures for prevention, response to, and recovery from disasters, whether originating from natural events, human systems failures, or conflict. The Republic exists as a cybercommunity, and has neither physical territory nor actual resources. Although the virtual structure and resources of the Republic are based on those of a developing nation, and the disasters that may befall it upon the characteristics of actual events, the Republic does not represent or replicate any situation in the larger world.
ARTICLE 2: CITIZENSHIP
Citizenship is open to persons from around the globe who wish to use the Republic's programs to develop and refine concepts and procedures for improved disaster preparedness and response. All persons participating in the development of Perilo and in the country's responses to disasters are actual persons, and use of actual names is required.
Section 1. Citizenship as a citizen of Perilo is a fictive condition, and does not imply any change in the citizenship or national allegiance of any participant in the larger world.
Section 2. Citizenship is required as a condition of participation in the Republic's activities.
Section 3. The expectations of citizens are that all will:
Subsection 1. Comply with the general rules for participation in the development of the Republic of Perilo as an online environment and act as a responsible member of the emergency or other services of the Republic during disaster events conducted on this site.
Subsection 2. Treat other citizens with respect and conduct activities in a professional manner in keeping with the general standards for ethical and professional conduct of members of the emergency services, members of emergency management agencies, or government employees.
Subsection 3. Be actively engaged in the affairs of the Republic, specifically in the development of its capabilities to respond to disaster and in the response to emergencies and disasters when they strike.
Subsection 4. Understand that the requirements for operation of a virtual nation may cause citizens to take positions that are not consistent with those of the organizations to which they belong in the larger world, and agree to respect those positions.
Subsection 5. Understand citizenship carries with it no financial, property, or other tangible benefits; is not recognized by nations in the larger world; and does not result in the issue of identity, professional, or diplomatic credentials.
Section 3. In general, individuals under the age of 18 will not be accepted for citizenship, unless invited to apply.
Section 4. Citizens will serve in governmental or voluntary agency positions as required for the effective operation of the Republic. All such appointments will be as determined by the Assembly, shall not be permanent, and shall bestow no title, privileges, or authority beyond that established by the Assembly.
Section 5. Failure to meet the obligations of citizenship, activities that damage the reputation of the Republic, or actions that interfere with its governance will result in withdrawal of citizenship without right of appeal.
ARTICLE 3: LANGUAGE
The languages of the Republic shall be English and the constructed international auxiliary language Glosa.
ARTICLE 4: GOVERNANCE
Governance of the Republic shall be divided between governance of the technical means of operation and the scenario of the Republic and governance of the political, management, administrative, and operational functions of participation in the Republic.
Section 1. Governance of the technical means of operation and the scenario describing the setting of the Republic shall be controlled by an Executive Director, assisted by a team of technical advisors. The Executive Director shall maintain the virtual environment, will be responsible for the background scenario describing the Republic and its organization, and will generate disaster scenarios as appropriate. The Executive Director will be the website owner, and shall be responsible for maintaining appropriate conduct by citizens.
Section 2. Governance of participation shall be the shared responsibility of the citizens of the Republic acting as a virtual Assembly. Actions of the Assembly may be proposed by two citizens and will be approved by a majority of those voting; they may include:
Subsection 1. Prioritization of programmatic development of emergency and disaster programs.
Subsection 2. Allocation of budget priorities for personnel, facilities, and equipment.
Subsection 3. Establishment of policies, regulations, and procedures for mitigation, preparedness, response, and recovery.
Subsection 4. Staffing for programmatic and operational management.
Subsection 5. Declaration of states of disaster and emergency.
ARTICLE 5: FINANCES
The finances of the Republic are simulated to the degree necessary for the operation of emergency management and disaster scenarios. The simulated currency of the Republic is the Doubloon (Db), fixed at one Doubloon equal to $1.25 United States Dollars. The budget shall be an annual zero-based line item budget. The emergency and disaster agencies of the Republic, upon declaration of a state of emergency or disaster, shall spend the sum sufficient for the resolution of the crisis without regard to budgetary allocations.
Section 1. The Republic shall not issue notes, coins, stamps, bonds, debentures, investment instruments, or other physical representations of financial documents intended for circulation or sale.
Section 2. The Republic shall not conduct any activities that result in solicitation for payment in actual currency for services or the possibility of services.
ARTICLE 6: TREATIES AND INTERNATIONAL AGREEMENTS
As a virtual micronation, the Republic of Perilo adheres to specific larger world international treaties and conventions either as accepted by the Executive Director as being essential to the content of event scenarios or as ratified by majority vote of citizens voting in a ratification referendum, subject to the following provisions:
Section 1. Participation in agreements will be limited to those agreements required to meet the core emergency and disaster objectives of the Republic.
Section 2. Participation in organizations of micronations shall be limited to those appropriate for scenario play.
ARTICLE 7: AMENDMENT
This Constitution may be amended by two thirds majority vote of citizens voting in a referendum called for the purpose. Proposed amendments must be advanced by three citizens. Amendments approved by referendum must be approved by the Executive Director before they take effect to ensure scenario fidelity.
