JOINT SOP 3: AMATEUR RADIO MESSAGE
The Amateur Radio National Traffic System and the Amateur Radio Disaster Corps use a standard message form for all amateur radio messages transmitted over amateur radio circuits within the Republic. This form is used by Emergency Operations Centers to format and transmit emergency messages through the amateur radio emergency services.
1. Purpose: This standard operating procedure establishes a standard format for amateur radio messages.
2. Application: This format will be used: (1) for all radio messages transmitted by the Amateur Radio National Traffic System and the Amateur Radio Disaster Corps, (2) by Emergency Operations Centers to format and transmit emergency messages through the amateur radio emergency services, and (3) by military units which employ amateur radio stations to support national defense operations.
3. Preparation: Messages will be prepared according to the following guidelines:
a. The Message Number is the sequential number of the message transmitted by the individual amateur radio station during the calendar year.
b. Precedence for message handling will be Emergency, Priority, or Routine.
c. Date-Time Groups will be in accordance with the Perilo national standard.
d. Check is the number of words in the message and is used to confirm that a valid message is received by the receiving station.
e. Origin is the location of the first transmitting radio station.
f. From is the name, address, and telephone number or electronic mail address of the message sender.
g. To is the name, address, and telephone number or electronic mail address of the intended recipient of the message. In the case that both sender and addressee have radio stations that are in the same traffic net, only the organizational designations are required.
h. Text allows for 25 words of message text. Write telegraphically and make every word convey information. The only punctuation used is X as a separator word at the end of sentences. Number groups (123 for example) or letter groups (SITREP or EOC as examples) are counted as single words.
i. Sender is the name of the individual who wrote the message and who is responsible for its contents.
j. Transmitted By is the name of the operator/radio station that transmitted the message.
k. Date-Time Transmitted is the time the transmitting station actually sends the message.
4. Handling: Radio messages are assigned priority for transmission and processing based on the assigned precedence. Messages with an Emergency precedence are transmitted before those of Priority precedence, which in turn are transmitted before those of Routine precedence.
5. Transmission:
a. Messages may be transmitted by any available communications means. Messages transmitted by facsimile will be prepared on the standard message form. Messages transmitted by electronic mail will be prepared with the text elements that identify all of the parts of the message.
b. When transmitting the report by voice radio the message will be read in four groups, separated by "Break for (with the correct name of the section)." For example, the following is the text of a message and how that message would be transmitted:
