EMERGENCY OPERATIONS PLAN 2007

EFFECTIVE DATE: 2007-07-15

1.  WHEN IMPLEMENTED:  This Emergency Operations Plan shall be implemented internally within the Ministry of Extreme Situations for coordination and planning as appropriate upon the detection of a threat or of the onset of a disaster in the Republic of Perilo, on or impinging upon its borders, or in its waters.  Upon declaration of a Disaster by the President of the Republic it shall be implemented to guide coordination of operations by all government and signatory agencies and organizations.

2.  SCOPE:  This plan is directive upon the Ministries and other agencies of the government of the Republic of Perilo and upon other Provincial or local governments and voluntary organizations as may be signatories or tasked agencies under the plan.

3.  AUTHORITY:  Under the provisions of the Act Authorizing Civil Defense Precautions of 1950, as amended by the Act Reorganizing Civil Defense of 1992, the Minister of Extreme Situations is charged with the coordination of national disaster response.  This Emergency Operations Plan is issued pursuant to that charge to provide a plan coordinated among the Ministries of the Republic and the Provincial governments for the execution of an effective response in the event of a disaster.

4.  EMERGENCY OPERATIONS CENTER:  The designated emergency operations center shall coordinate execution of the Emergency Operations Plan and other appropriate response actions and will serve as the seat of emergency government for the Republic.

a.  Primary Emergency Operations Center:  National Emergency Operations Center (Ministry of Extreme Situations, Glencoe).

b.  Alternate Emergency Operations Center:  Inland Rescue Coordination Center (Douhet Air Base, Glencoe).

c.  Secondary Emergency Operations Center:  Provincial Emergency Operations Center (Province of the North, Astoria). 

d.  Tertiary Emergency Operations Center:  National Railway Dispatch Center (Company Shops)

5.  SUCCESSION TO COMMAND: Command of the response of the Republic to disasters is vested in the President of the Republic.  In his or her absence the Vice President and then the Speaker of the Assembly will assume overall command of government functions and the determination of public priorities and policy.  The Minster of Extreme Situations is designated the executive agent for the President for coordination and direction of government response.  In his or her absence or incapacity the Minister of Defense and then the Minister of the Interior shall assume the duty of executive agent.  

6.  DETECTION, NOTIFICATION, AND DECLARATION:

a.  Detection: Any agency or jurisdiction detecting the onset of emergency conditions will contact the nearest station of the Disaster Detection Network and/or directly contact the nearest emergency operations center.

b.  Reporting:  Reporting of disaster onset or impact will be routed through communications systems with the highest priority to the National Emergency Operations Center.

c.  Notification: The National Emergency Operations Center will immediately notify the President of the Republic, the Ministries, and the Provinces of the detection of a disaster that is imminent or in progress.

d.  Declaration:  For those events which pose a significant threat to the people and resources of the Republic, the President, upon the advice of the Minister of Extreme Situations, shall declare a state of Disaster, authorizing and requiring the full use of government resources for the resolution of the event.

7.  COMMUNICATIONS: 

a.  Agency Communications Systems:  Existing agency communications systems will be used to the fullest extent possible for communications about disaster operations with the agency.  In addition, these systems may be tasked to provide communications linkages where outages preclude normal communications.

b.  National Emergency Communications Systems:  The primary means of communications are telephone and Internet based emergency messaging.  The National Teletype System and the Ministry of Extreme Situations High Frequency Radio Net provide dedicated emergency voice and data transmission capabilities to all equipped agencies.  The Amateur Radio Disaster Corps provides a backup communications system and communications to some communities which lack access to other systems.  In case of failure of all electronic communications, runners and dispatch riders will be employed.

8.  PRIORITIES FOR ACTION:  The following priorities will guide action during response to a disaster:

a.  First Priority:  Saving the lives of and preventing injury to citizens, residents, and visitors to the Republic and upon its waters.

b.  Second Priority:  Preserving the functioning of the Government of the Republic through the onset, impact, and response phases of a disaster and preserving the structure of society.

c.  Third Priority:  Protection of the lives of animals and the property of government and the citizens.

d.  Fourth Priority:  Sheltering people impacted by the disaster and providing them the necessary assistance to stabilize their condition.

e.  Fifth Priority:  Rapid reporting of disaster conditions and impacts to all agencies involved in response and to the general public through the broadcast and print media of the Republic.

f.  Sixth Priority:  Restoration of infrastructure.

g.  Seventh Priority:  Recovery, reconstruction, and redevelopment of communities to at least the pre-disaster state.

9.  ALLOCATION OF RESPONSIBILITIES:  The following agencies are assigned responsibilities for the Disaster Management Functions indicated in the table:

a.  Emergency Response Functions: DMF-1  Communications, DMF-2  Law Enforcement, DMF-3  Fire Suppression, DMF-4  Emergency Medical Services, DMF-5  Search and Rescue, DMF-6  Public Health, DMF-7  Public Information.

10.  LOGISTICS: 

a. Finance:  The Ministry of Finance will allocate the sum sufficient to meet disaster response and recovery needs and disburse these funds through the Perilo Disaster Fund.

b.  Acquisition:  Requirements for competitive bids for disaster supplies, equipment, and services will be suspended on the declaration of a disaster by the President.  Ministries and other agencies will select vendors based on the appropriateness of the supplies, equipment, or services offered, the time required for delivery, and the quality and durability of the products.

c.  Transportation:  All agencies with a transportation capability will provide the National Emergency Operations Center current lists of assets, their locations, and their availability.  Coordination of transportation requirements will be through the normal mission allocation and dispatch procedures of the agencies.  Where required private haulers will be employed.

d.  Donations:  All donations will be centrally solicited and based on specific needs.  Priority will be given to the solicitation, processing, and distribution of financial and bulk quantity donations.
