EMERGENCY OPERATIONS PLAN

EFFECTIVE DATE: 2006-12-01

OFFICE OF PRIMARY RESPONSIBILITY: Village of Lakeside Civil Defense Office

1.  WHEN IMPLEMENTED:  This emergency operations plan is implemented on the declaration of the Mayor that a state of local emergency exists.  Its guidance will be followed when conditions warrant an assumption that a declaration may be forthcoming.

2.  SCOPE:  This plan applies to all government offices and personnel of the Village of Lakeside. 

3.  AUTHORITY:  When the plan is implemented, the Mayor and the directors of Village government departments shall take such actions and expend such funds as may be required to safeguard the village, subject to ratification by the Village Council within 30 days of the termination of the emergency.

4.  CENTER OF EMERGENCY GOVERNMENT:  The conference room of the Government Center Building will serve as the emergency operations center and center of emergency government for the Village.

5.  SUCCESSION TO COMMAND:  Upon the activation of the plan:

5-1.  MAYOR - The Mayor shall assume the duties of Director of Civil Defense.

5-2.  COUNCIL - In the event of the absence, incapacity, or death of the Mayor, the senior available member of the Village Council shall assume the duty of Director of Civil Defense.

5-3.  CIVIL DEFENSE OFFICER - In the absence, incapacity, or death of all members of the Village Council, the Civil Defense Officer shall coordinate the actions of the departments and offices of Village government in response to the disaster.

6.  PRIORITIES FOR ACTION:  The following priorities shall guide actions to control the effects of major emergencies and disasters:

6-1.  HIGHEST PRIORITY - saving of human life and the prevention of added injury.

6-2.  SECOND PRIORITY - preservation of the capability of Village government to function and the maintenance of public order.

6-3.  THIRD PRIORITY - saving of animal life and the preservation of property.

6-4.  FOURTH PRIORITY - communication with Provncial authorities, reporting of impacts, and requesting of assistance as needed.

6-5.  FIFTH PRIORITY - sheltering of those displaced by the event.

6-6.  SIXTH PRIORITY - restoration of life line services.

6-7.  SEVENTH PRIORITY - recovery of the community to a functional state.

7.  OPERATIONS:

7-1.  SHELTERING:  If persons are displaced from their residences, temporary shelter will be provided at the Village School under the supervision of the Head Teacher.

7-2.  MEDICAL CARE:  The Village Infirmary operated by the Community Health Team will provide medical care until those injured can be evacuated to definitive care.  No. 20 Company of Saint Randulf The Bishop Ambulance Corps will provide transportation and first aid for the injured.

7-3.  LAW ENFORCEMENT:  The Village Marshal in conjunction with the Commander, 3rd Platoon, A Troop, 3rd Squadron of the Perilo Constabulary will perform law enforcement duties to protect lives and property and maintain public order.

7-4.  CITIZEN RESPONSIBILITIES:  At the direction of the Director of Civil Defense, citizens may be assigned to perform functions vital to the survival of the community in a major emergency or disaster.  These shall include:

7-4.a.  Fire Fighting - all citizens shall be expected to assist the owners of property affected by fire through the formation of a bucket brigade and the use of the village hose pump.

7-4.b.  Medical Care - the Community Health Team may designate any citizens to assist them as liter bearers or first aid attendants.

7-4.c.  Law Enforcement - the Village Marshal may appoint such deputies as required to maintain order and protect the persons and property of the citizens.

7-4.d.  Debris Clearance - the Director of Public Works may designate citizens as required to remove debris.

8.  COMMUNICATIONS:  The Emergency Operations Center when established shall communicate by telephone, village public service very high frequency radio to coordinate vehicle and work party operations, and amateur high frequency radio to communicate with the Provincial Emergency Operations Center.
