SECTION 102 OF THE CODE OF ADMINISTRATIVE REGULATIONS (102 ADMINISTRA REGULA KODI)
102.1. CERTIFICATION OF AMBULANCE SERVICES: The Department of Emergency Medical Services shall certify vehicles for use in rescuing those who are ill or injured and transporting such individuals to medical facilities.
102.1.1. Classification of Vehicles: Emergency medical services vehicles are classed as follows, based on the certification by the owning and operating organization that the vehicles meet the staffing requirements for the level of classification:
102.1.1.a. First Aid Wagon (Proto-Auxi Vagona) - vehicle staffed by 2 or more personnel qualified at least at the Basic First Aid level (for agencies with more than two such vehicles all vehicles must be staffed with at least 1 crew member at the Advanced First Aid level).
102.1.1.b. Basic Life Support Ambulance (Prima Bio-Tena Pato Vagona)- vehicle staffed by 2 or more personnel certified at least at the Emergency Trauma Technician level with 1 of the crew being required to be qualified as an Emergency Medical Technician.
102.1.1.c. Advanced Life Support Ambulance (Medika Bio-Tena Pato Vagona) - vehicle staffed by 2 or more personnel qualified at least at the Emergency Medical Technician level, 1 of whom must be a Paramedic or Registered Nurse endorsed for pre-hospital care.
102.1.1.d. Physician Staffed (Medika-pe Pato Vagona)- vehicle staffed by 2 or more personnel qualified at least at the Emergency Medical Technician level, 1 of whom must be a Field Physician.
102.1.1.e. Other - vehicles, including aircraft and boats, used for specialized rescue and transport, and which may be staffed as best determined by the owning and operating agency.
102.1.2. Communications: Every vehicle certified as an emergency medical services vehicles must be able to communicate with the operating organization. Each organization will determine the best method of ensuring such communications for the area in which it operates. Acceptable methods will include: computer to computer wireless communications, cellular telephone, voice radio, data radio, and posting of messages for crews in identified public locations.
102.1.3. Equipment: Each vehicle certified as an emergency medical services vehicle must carry the following equipment for patient care:
102.1.3.a. 1 or more liters, backboards, or gurneys that can be used to transport a patient safely from the scene of injury to the vehicle and in he vehicle to a hospital.
102.1.3.b. Sufficient medical supplies and equipment to allow the highest level of pre-hospital care provider on board to provide care consistent with his or her training. Each organization shall develop and publish a list of such equipment and supplies to be carried in each of its vehicles, and a copy of the list shall be posted in the vehicle.
102.1.4. Number of Patients Transported: Each agency shall determine the maximum number of patients to be safely transported in each vehicle the agency operates. In no case will a vehicle be operated to transport more patients than there are pre-hospital care providers aboard the vehicle, except in disaster conditions.
