REPUBLIC OF PERILO EMERGENCY MEDICAL SERVICES

The Department of Emergency Medical Services in the Ministry of Health establishes standards and regulations for the provision of pre-hospital medical care, regulates agencies that operate ambulance services, and overseas the training and licensing of pre-hospital care providers. 

TRAINING AND CERTIFICATION OF PRE-HOSPITAL PROVIDERS

Because of general economic and educational conditions, establishment of standard nation-wide levels of training and certification has not yet been accomplished.  However, the following levels of qualification are in use:

First Aid Attendant (Proto Auxi Atento-pe) - the Perilo Red Diamond trains lay volunteers to provide first aid in a 16 hour Basic First Aid Course and a 54 hour Advanced First Aid Course.  Both courses include cardio-pulomnary resuscitation (at the one rescuer level in Basic and the two rescuer level in Advanced).  Individuals trained at either level are used as crew members by four volunteer rescue squads.  The Red Diamond has trained 1700 individuals at the Basic First Aid and 168 individuals at the Advanced First Aid levels in the past two years.

Emergency Trauma Technician (Urge Vulne Tekno-pe) - in conjunction with the Community Health Service, the Department of Emergency Medical Services has established a 60 hour training program, based on the State of Alaska's Emergency Trauma Technician program, to provide emergency care providers capable of providing care in situations where access to hospitals may be delayed to work as partners with Community Health Aides in rural and underserved areas.  Approximately 125 individuals have been certified at this level. 

Emergency Medical Technician (Urge Medika Tekno-pe) - Northern Provincial Hospital, Oriental Memorial Hospital, and Portsmouth Regional Hospital conduct Emergency Medical Technician training programs varying in length from 104 to 130 hours.  In the past three years 296 individuals have completed training at this level.

Paramedic (Para-medika-pe) - Copeland National Medical Center conducts a 1200 hour Paramedic course based on the United States Department of Transportation Paramedic National Standard Curriculum of 1998 with the addition of training for provision of care in situations where access to trauma care may be delayed.  Approximately 25 individuals have completed this training.

Registered Nurse (Lista Kura-pe) - The Nursing Registry of Perilo has endorsed 24 registered nurses to provide emergency medical care at a specialist level outside of normal medical facilities.

Field Physician (Kampu Medika-pe) - the Medical Society of Perilo has endorsed 29 physicians as Field Physicians, qualified to provide emergency medical care at a specialist level outside of normal medical facilities.  Military medical facilities can provide the equivalent level of care with military physicians.

VEHICLES

In 2005, after a 5 year process of public comment and 23 revision cycles to the proposed regulation, the Department of Emergency Medical Services published its first Ambulance Regulation.  This regulation establishes minimum standards for staffing, equipment, and communications for vehicles used to transport the sick and injured.
