REPUBLIC OF PERILO, PROVINCE OF THE EAST, CITY OF PORTSMOUTH
CIVIL DEFENSE OFFICE
LOCATION: The Redoubt, City of Portsmouth, located on a 25 foot ridge on the western approach to the city, built into a parados erected in the rear of a brick and earthen fortification constructed in 1868 to protect the land approaches to the city. The Redoubt is approximately 4 miles from the shoreline of the harbor.
STAFF: 4 personnel - City Civil Defense Officer (Major, civil grade 7), Communications Technician (Lieutenant, civil grade 5), Resources and Plans Technician (Lieutenant, civil grade 5), Administrative Assistant (civil grade 2).
FACILITIES:
Administrative office space, with a reception area, three offices, a bathroom and decontamination shower, and a conference and training room, is located in a one story concrete building erected in 1956. This building is earth bermed and has a blast resistant entryway. Its base elevation is 32 feet above mean sea level. The office building provides a radiological protection factor of 50.
Located below the office building under a five foot concrete bursting slab and five feet of earth is the City Emergency Operations Center. Access from the administrative office building is by a stairwell with a metal and concrete blast door at the bottom entry into the emergency operations center. The emergency operations center is a one floor facility with the following spaces:
Entry way with guard post and decontamination station.
Operations Room with works spaces for the city emergency staff and plotting and status boards.
Communications Room with space for both governmental and amateur radio communications and a message center.
Canteen and store for emergency food supplies capable of feeding a 15 person staff for two weeks.
Bunk Room with bunks for a staff of 15.
Latrine with washbasins, toilets, and showers.
Medical Station with medical supply storage and space to treat two casualties at an austere level of care.
Storage Room with a standard stock of emergency stores.
Battery and Generator Room with a battery uninterruptable power supply and a generator.
An alternate escape tunnel exits up from the emergency operations center inside the Redoubt north casemate. The emergency operations center provides a radiological protection factor of 1000.
COMMUNICATIONS: The Emergency Operations Center has the following communications installed:
Dedicated ring down lines to the Provincial Emergency Operations Center, the National Emergency Operations Center, Fort Hughes Harbor Command Post, and the Coast Guard Maritime Rescue Coordination Center.
Commercial telephone and facsimile lines.
National teletype system.
High speed Internet access.
Very High Frequency low band and high band radios for communications with city police, fire, and emergency medical services, and the Perilo Constabulary.
Ministry of Extreme Situations High Frequency Radio Net transceiver.
Amateur radio Very High Frequency and High Frequency radios with voice and packet capability and a repeater for the 2 meter band.
Citizens Band radio.
A radio antenna tower is located adjacent to the south side of the office building. A second crank up tower is located in a covered pit on the north side of the office building.
